The principals of our firm, Jo Lary and Jay Sharma, are highly respected leaders in the pavement engineering community. Jo A. LaryJo co-founded PCI and is one of the firm's two principals. Jo is responsible for managing our airport pavement management projects. Over the last 25 years she has managed more than 50 individual airport pavement management implementation projects and 9 statewide airport pavement management projects. Jo
is part of the beta-test group for the MicroPAVER pavement maintenance
management software, and has served in that capacity since the mid-1980s.
Jo has been invited by Dr. Mo Shahin, the principal investigator for
MicroPAVER software development, to participate on his consultant advisory panel
(only three individuals from around the country were invited).
Ms. Lary is the only member of this advisory panel with a strong aviation
background. Jo is recognized
industry-wide as an airfield pavement management expert.
She has taught four 1-1/2 day workshops sponsored by AAAE entitled
"Airport Pavement Management and Evaluation".
In addition, she has been asked to speak at several seminars on issues
related to airfield pavement management and evaluation sponsored by AAAE,
ACI-NA, WAMA, OAMA, ACC, FAA, NASAO and ASCE. Ms. Lary was elected
in 1997 to serve as President of the Airport Consultants Council by her peers in
the airport consulting industry. She
has also served as the chair of the American Society of Civil Engineers, Air
Transport Division, Airfield Pavement Committee from 1996 through 1998.
She currently is a member of the ASCE Air
Transport Division Executive Committee. Jo is currently a member of
the ACI-NA Associates Board. Jay Sharma, P.E.Jay
co-founded
PCI and is one of the firm's principals. Jay is a registered
engineer in several states. He has
extensive experience conducting visual condition surveys using FAA and ASTM
pavement inspection methodologies. He
has inspected pavements in the States of Idaho, Oregon and Virginia, and for
Seattle-Tacoma International, Bellingham International, North Bend Municipal,
Reno/Tahoe International, Tucson International, Salt Lake City International,
Orlando International, Kansas City International, Guam International and Sky
Harbor International airports. While serving as the State Pavement Design Engineer for the
Florida DOT he also conducted inspections on hundreds of Florida’s general
aviation airports. Jay, who has been a
practicing civil engineer for more than 34 years, is a noted pavement expert.
He has extensive and practical experience with maintenance and
rehabilitation techniques, and in recommending the appropriate repair technique
for use in any given situation. Jay
has served on many national committees that were responsible for developing
pavement evaluation and design standards. He was responsible for
developing the specifications currently used by the FAA for porous friction
courses as well as the limerock base courses. Jay has been a forerunner in the use of the Falling Weight
Deflectometer (FWD) nondestructive deflection testing device to evaluate
existing pavement structural strength. He
was the first engineer in the United States to use a Falling
Weight Deflectometer when he served as the State Pavement Design Engineer for
the Florida Department of Transportation. He
developed the first computer programs used to analyze the deflection data
collected with the FWD. He has
analyzed deflection data to assess existing pavement structural integrity, load
carrying capacity and remaining serviceable life using state-of-the-art computer
programs. He has been instrumental
in developing capital improvement programs for airports. Jay is well versed in conducting life cycle cost analyses for
pavement repair alternatives. He
has completed these analyses on hundreds of pavement improvement projects.
These evaluations have determined which maintenance process would be the
most appropriate for use in a given situation, and which recommended projects
should be undertaken first. Our Other Key StaffOur staff is made up of engineers and technicians with extensive pavement engineering experience. These staff members have worked on a wide variety of pavement projects ranging from designing emergency repairs on a runway in Guam; to evaluating the strength of a runway in Newport, Oregon to make sure it could support the aircraft carrying "Keiko the Killer Whale" home to Iceland; to developing a statewide pavement management program for 84 airports in Washington. |
